fix(docker): kopiera brand.config.json in i api- och worker-bygget

Browse Source 
brand.config.json importeras av shared-types, api/routes/ops.ts och worker/processors/eoc-push.ts, men Dockerfilerna kopierade aldrig in den i bygg-steget sa tsup foll pa 'Could not resolve brand.config.json'. Lagt COPY brand.config.json efter pnpm install (cache-optimalt) i bade Dockerfile.api och Dockerfile.worker. Verifierat lokalt: pnpm build gron for api + worker.
